Controlling to all, but privately
The first thing that comes to mind when we hear that the government is going to monitor our phones is that you will have access to our data and private information, but this is not the case.
What has been announced by the administration is the creation of a platform, which shall cooperate with the major mobile carriers, in which may be monitored the movement of the mobile phones of all citizens.
In this way you will be able to establish patterns of use and verify, for example, if there are variations in the routines of certain people, if there are groups where it should not have, and if it is necessary or not to make modifications in the medical decision-making.
The government wants to stay ahead of the game
The ultimate aim of the measure is to be able to foresee needs in certain areas to minimize the possibility that medical services will collapse and be able to react as soon as possible.
Not be able to identify each user directly, and therefore it is not feasible to use this system to set fines automatically by skipping the quarantine, although you could send a police car for example to an area in which there is a grouping of signals if you should not afford such a case.
